In 1987, the Federal Communications Commission abolished the Fairness Doctrine, a policy requiring broadcast license holders to present controversial issues of public importance in a balanced and equitable manner. The abolition of the policy is generally credited with the explosion of conservative talk radio in the decade that followed.
