Michigan Gov. John Engler signed into law a telecommunications-reform bill
Thursday that will ease rights-of-way payments for the state's cable
operators.
Under the new bill, cable operators will no longer have to pay additional
fees to use rights-of-way to offer new services, such as
telephony.
